Well, he may. But, since roll back has already taken place twice ; consequent to Union Budget & Railway Budget, can government afford to jump into such a conclusive decision. It has to take care of deficit as also the losses which OMCs have been suffering.
Anyways, they sometimes oblige even if the situation does not really warrant.
